UI color scheme (theme) handling.

The theme is a host setting (theme) with the values system (follow the system color scheme), light and dark. Unlike the branding, it applies immediately: the palette is switched and themed icons re-evaluate the scheme on their next repaint (see devctrl.resources.icon.set_scheme_override()).
